Phillip R. Parrish is a passionate workforce development consultant with over a decade of experience tackling workforce challenges, particularly in rural communities. With expertise in workforce education, career retention analysis, and curriculum design, Phillip creates innovative programs that align with labor market demands, equipping students and professionals with essential skills for success. Over the past ten years, he has established himself as a leader in workforce education, shaping highly sought-after workers and career-ready technical graduates who excel in employment tenure.
As Workforce Section Chair for the Texas Community College Teachers Association (TCCTA), Phillip collaborates with industry leaders and educators to drive innovation in workforce readiness. A sought-after expert in leadership, soft skills, and employability training, he has guided over 637 students to earn their Certificate of Work Ethic Proficiency—a testament to his dedication to fostering excellence in work ethics and job readiness. His initiatives help workforce education practitioners produce graduates who excel in meeting the evolving demands of today’s labor market.
Phillip’s commitment extends beyond the classroom into community advocacy. A first-generation college graduate, he advocates for underserved populations and at-risk youth, advancing initiatives that reduce recidivism and expand opportunities for marginalized communities. He serves as an executive board of a young entrepreneurs’ mentorship program, contribute to PFAC-Patient and Family Advisory Council, and actively participates in the city’s homeless coalition.
At Texarkana College, Phillip co-founded a campus food bank to address student needs and teaches the employability course “Bring Your A-Game to Work,” which develops leadership and critical thinking skills. His efforts have contributed to an impressive student retention rate of 91%. As an adjunct professor, Phillip collaborates with workforce educators across Texas, sharing best practices and strategies to improve workforce readiness statewide.
Phillip holds a Master of Science in Workforce Education Leadership from Mississippi State University. His research interests include workforce leadership, employability, and building faith communities.
